Improving the quality and competitiveness of human resources is at the heart of sustainable growth and higher competitiveness of the economy.

Increasing the adaptability and competitiveness of employees.

Improving the quality of the workforce, focusing on overcoming the identified problems related to underinvestment in vocational and continuing education, lack of up-to-date knowledge and skills enabling faster integration of the labor market and the global economy; motivation for active participation in the labor market, as well as inadequate business conditions for maximizing the deployment and utilization of available human potential. Within this priority, the development of management systems, as well as the enhancement of knowledge of new technologies, will be encouraged, as a key factor in improving labor productivity and competitiveness of the workforce. This priority also requires the implementation of a number of operations:

Improving the quality characteristics of employees.

The purpose of the operation is to increase the participation of the employees in lifelong learning (including non-formal and informal training) in order to provide the employees with the necessary professional qualifications for adequate career development. Stimulating the participation of employees in all forms of lifelong learning, enhancing the managerial culture of employers to develop short, medium and long-term plans for the development of human resources; introducing new measures and incentives to encourage the individual to participate in continuing vocational training and intensive foreign language training.

Promoting participation in flexible forms of employment.

The purpose of the operation is to increase labor market flexibility.

The operation aims at promoting labor market flexibility through actions to improve the reconciliation of work and family life, stimulating territorial and occupational labor mobility, extending the scope and diversity of flexible employment arrangements.

Improving working conditions.

The purpose of the operation is to reduce occupational accidents and diseases. The operation aims at bringing the working conditions of the enterprises in line with the norms and requirements of the European market.

Improving the quality of education and training.

The priority is to build a system of education and training that most meets the new requirements of a dynamic global economy and the challenges of a highly competitive labor market within the EU. The following operations are required to fulfill this priority:

External assessment, qualification, syllabuses and programs.

The operation aims to create and guarantee conditions for quality education and training by developing curricula and programs that meet state educational requirements, the development of technology, economy and social life and guaranteeing education and qualifications to ensure the realization of the labor market and promotion quality of life; development and implementation of an external evaluation system to enable the objective evaluation of the participants in the educational and training process; providing opportunities for continuous training of teaching and pedagogical staff in the context of lifelong learning and career development; developing a system for monitoring, analyzing and evaluating the development and implementation of teachers, faculty and management to identify training needs; developing a mechanism for managing and controlling the quality of qualification services, etc. Based on these suggestions, BVOP executed a campaign for management certification worldwide.
